Make $5,000 in commissions get bumped up to 30% (first payment) and 15% (rebills)
Make $10,000 in commissions get bumped up to 35% (first payment) and 20% (rebills)
Make $15,000 in commissions get bumped up to 40% (first payment) and 25% (rebills)

Commissions means total non refunded 'paid out' commissions after the 30 day refund period on a per affiliate account basis for the duration of a 12 month period.
